Three main features distinguish the cuboid building of the third construction stage: the stringent façade design, the representative arcade area and the way the site slopes slightly from north to south. The centrally located, five-metre-high entrance area provides both orientation and access to the semi-public uses. These include the conference and training area, the passport office and the cafeteria with its outdoor space. Thanks to skylights above the inner courtyard, daylight is led deep into the building's interior. At the interface between the vertical circulation and the office area are the so-called social hubs. These meeting zones are deliberately located outside the office areas. This minimises acoustic disturbances there and at the same time offers sufficient space for spontaneous, personal exchange.
